A city — everyone appears to be called Johnson — stands in the direction of the railway. Robber Baron Hedley Lemar sends his fellow men to make life miserable in the city. The town asks the governor for a new sheriff after the sheriff has been murdered, and Hedley convinces him to send the first black sheriff in the west.
