Andi, 16, and her younger brother, Bruce, are placed in a foster home that does not accept dogs, so they convert an empty hotel into a home for their puppy. Soon after, more abandoned dogs appear, and the hotel becomes a shelter for many of the town’s orphaned dogs. However, the kids would need to think quickly in order to avoid being apprehended by the police.
