Detectives John Conner and Web Smith are called on to examine the death of a prostitute in a Los Angeles skyscraper owned by a major Japanese conglomerate. Despite Conner’s prior experience operating in Japan, cultural barriers render change impossible before a surveillance disk containing evidence of the murder is discovered. Close examination reveals that the disk has been tampered with, and the police know they’re now struggling with a cover-up.
